Payment & Billing Disclosures
Who issues these disclosures
1.1This set of payment and billing disclosures is issued by STARECOM ("we", "us"), the operator of starecom.net and the provider of the services described on it.
1.2It sets out what you will be charged, in what currency, by what means, what will appear on your statement, and how your card details are handled. It should be read with the Refund & Cancellation Policy and the Terms of Use & Service Agreement.
1.3There is no checkout on this website. Nothing is bought from these pages. Every engagement is invoiced against an accepted scope document.
Currencies
2.1Invoices are issued in USD.
2.2Where you pay in a currency other than the one invoiced, your bank or card issuer performs the conversion at its own rate and may add a conversion or cross-border fee. Those costs are borne by you, not by us, and we have no visibility of them.
2.3We do not add a currency conversion charge of our own, and we do not offer dynamic currency conversion at the point of payment.
2.4If a payment arrives short because of conversion or intermediary bank fees, the shortfall remains payable and appears on the next invoice.

3.1We accept payment only from an account held in the client's own name. We do not accept third-party payments, and we do not accept cash in any amount. Cryptocurrency is not accepted unless separately agreed in writing in advance. These rules come from the AML / CTF Policy and are not negotiable.
3.2We add no surcharge for any payment method. The price on the invoice is the price you pay.
3.3The scheme marks above are our own neutral graphics, served from this domain. They indicate the methods accepted and are not reproductions of the schemes' trademarks.
What appears on your statement
4.1Card payments appear on your statement as STARECOM.
4.2Bank transfers appear under the operator's registered legal name as shown in the identity block at the top of this page.
4.3If you see a charge you do not recognise, contact us before disputing it. Email with the date, amount and last four digits of the card, and we will identify it for you — usually the same day. Our commitment to respond within 5 business days is set out in the Complaints & Dispute Resolution procedure.
Invoicing and payment terms
5.1Every invoice states the operator's legal identity and registration details, the invoice number and date, the engagement and scope document it relates to, the work being charged for, the currency, the tax treatment, the due date and the payment methods.
5.2Payment is due within the period stated on the invoice. Where nothing else is agreed, that period is 14 days from the invoice date.
5.3Overdue invoices may attract statutory interest and reasonable recovery costs, and work may be suspended after written notice and a reasonable opportunity to pay, under clause 8 of the Terms of Use.
5.4Invoices are delivered by email as PDF. We can raise a paper invoice on request.
Deposits and milestone billing
6.1Project work. A deposit is invoiced on acceptance of the scope document. The deposit starts the delivery clock — see clause 4 of the Service Delivery & Fulfilment Policy. Remaining milestones are invoiced as each is delivered to staging.
6.2Retainers and managed operations. Invoiced monthly in advance for the coming month.
6.3Third-party pass-through costs — servers, domains, licences, certificates, advertising spend — are billed at cost, itemised separately, and never marked up. They are not refundable once incurred, as explained in the Refund & Cancellation Policy.
6.4We do not hold client money. Payments we receive are consideration for our own services and for costs we have incurred on your instruction.
Taxes and VAT
7.1Prices are exclusive of VAT unless stated. VAT is applied where required by law.
7.2Where the reverse charge applies to a supply to a VAT-registered business in another EU member state, the invoice states this and no VAT is charged. You must give us a valid VAT number for that treatment to apply.
7.3The operator's VAT number will be shown in the identity block on this page and printed on every invoice once VAT registration is complete.
7.4You are responsible for any withholding tax, import charge or local levy imposed in your own jurisdiction. Amounts invoiced are net of such deductions.
Recurring billing
8.1We do not operate automatic recurring card billing, and we do not store card credentials for repeat charges. Retainers and managed operations agreements are billed monthly, but each month is invoiced and paid individually — nothing is charged to your card automatically.
8.2Because there is no automatic charge, there is nothing to cancel at the card level. To end a monthly agreement, give the written notice set out in the Refund & Cancellation Policy — currently 30 days.
8.3If we ever introduce automatic recurring billing, we will obtain your explicit authorisation for it, state the amount and frequency at the point of authorisation, send a renewal notice before each charge, and publish the cancellation route here before the first charge is taken.
8.4Price changes on an ongoing agreement are notified at least 30 days in advance, and you may cancel within that period if you do not accept them.
How your card details are handled
9.1Card data is handled entirely by our regulated payment service provider. We do not collect, transmit or store card numbers, expiry dates or security codes at any point.
9.2We receive from the provider only a transaction confirmation, the amount, and a masked reference such as the last four digits and the card scheme. That is what we use to reconcile your account.
9.3The payment provider is PCI DSS compliant. Our own systems are out of scope for cardholder data because they never touch it.
9.4This website is served over TLS, and the connection is encrypted end to end. Personal data handling is described in the Privacy Policy.
9.5We will never ask you to send card details by email, chat or telephone. If you receive such a request appearing to come from us, do not act on it — contact us at and we will confirm whether it was genuine. It will not have been.
Refunds, and where to ask questions
10.1Refund entitlements, the refund method and the processing windows are set out in full in the Refund & Cancellation Policy. In summary: refunds go back to the original payment method, are approved within 5 business days and settled within 10 business days.
